Boris Johnson, one of the leaders of the “Leave” campaign in the United Kingdom’s European Union referendum, was named the country’s foreign secretary Wednesday by Theresa May, the new prime minister. May took office earlier in the day after David Cameron formally resigned following the results of last month’s referendum. In his new role, Johnson, the former mayor of London, will spearhead exit negotiations with the EU.
